Program topic: Understanding flood hazards through better mapping, risk assessments, and planning
Abstract: As part of its activities related to the NFIP, FEMA has begun the transition from Map Mod to Risk MAP (Mapping, Assessment, and Planning) in fiscal year (FY) 2009. The vision for Risk MAP is to work collaboratively with State, local, and tribal entities to deliver quality data that increases public awareness and lead to action that reduces risk to life and property.
The vision for Risk MAP is to deliver quality data that increases public awareness and leads to action that reduces risk to life and property. Risk MAP builds on flood hazard data and maps produced during the Flood Map Modernization (Map Mod) program.
Map Mod transformed the majority of the flood hazard mapping inventory to 21st century digital technology and restored confidence in the reliability of floodplain boundaries, while making updates to the underlying engineering data. The dynamic nature of floodplains requires updated analysis of flood hazards periodically to maintain a reliable inventory.
Map Mod established a foundation for easier information depiction and distribution of mapped flood hazards. To complete the evolution of the process, it is imperative to maintain the integrity and credibility of the engineering data for reliable risk identification, and ensure the information can be leveraged to improve mitigation activities beyond the minimum Federal requirements for participation in the NFIP.

Ryan leads the FEMA Region 10 team charged with conducting flood hazard studies in support of the National Flood Insurance Program, conducting and supporting geospatial risk analyses (HAZUS), hazard mitigation planning, Dam Safety, and the National Earthquake Hazard Reduction Program. Ryan’s been with FEMA since 2000 and has primarily worked in floodplain management for FEMA Region 10. He has extensive experience working on federally declared disasters in all areas of the United States.
Northwest Regional Floodplain Management Association (NORFMA) is a non-profit professional organization that brings together people interested in and working in all aspects of floodplain management in Alaska, Idaho, Oregon, Washington and British Columbia. Members represent local, state, and federal agencies as well as private firms and academia.
NORFMA was formed in 1994 with a mission to (1) provide for free exchange of ideas and information among members, (2) support the integration of multi-disciplinary programs and interests in floodplain management, (3) promote educational programs on floodplain and watershed management topics, (4) increase public awareness of the value and function of floodplains, and (5) encourage government involvement in programs to reduce flood damages and to protect, manage, and restore floodplains. Member services include annual conferences, professional development workshops and short courses, and a website as the main communication tool. NORFMA is currently planning the 2010 annual conference to be held in September. For more details, please visit www.norfma.org.
